A Department of Education teacher and Guam National Guardsman is being held on $100,000 cash bail, accused of having not only sexual relations with a former student but recording it and pressing “send” on WhatsApp. 27-year-old Stephen Douglas Cahill was arrested Friday after his ex-girlfriend reported him to police.

Cahill, who was magistrated over the weekend, is charged with dissemination of child pornography as a first degree felony, possession of child pornography as a second degree felony, indecent electronic display to a child as a third degree felony, child abuse as a misdemeanor, and official misconduct as a misdemeanor. According to court documents, Cahill’s ex-girlfriend told police that Cahill accidentally sent her a video message via WhatsApp back in January. The video depicted Cahill having sexual intercourse with a female.

When Cahill and his ex-girlfriend ended their relationship, she observed a female who resembled the girl from the WhatsApp video on his Instagram account, who she learned is only 17 years old and still in high school. The teen identified herself in the video and told police she is only a junior in high school and was Cahill’s former student.

Court documents state their relationship turned sexual near her 17th birthday, when Cahill allegedly asked her to send him nude pictures and he in return sent her a photograph of his genitals. The girl then told police she snuck out of her house to meet Cahill and had more than one sexual encounter. Their last encounter was captured on video back in November 2014 and was the same video submitted to police via Cahill’s ex-girlfriend.

Cahill didn’t provide a statement to law enforcement after consulting with his attorney. According to the most recent DOE staffing pattern, Cahill is currently a teacher at George Washington High School.

The Guam National Guard has also confirmed Cahill is part of the Guard and provided this statement: “Although we cannot confirm or provide details of the arrest, we are very disappointed when one of our members violates the law and the ethics and integrity of the military values that we learn and live by throughout our careers. Unfortunately, if a member chooses to do otherwise, they may be subject to further discipline actions from the Guam National Guard.”

We should also note that Cahill recently competed in a local pageant. His next court appearance is scheduled for May 19.

KUAM News reached out for a comment from the Department of Education, however as of newstime we haven’t received a response.
