House Passes ₦1.81 Trillion FCT Budget for 2025, Increases Proposal by ₦30 Billion

ABUJA, Nigeria — The House of Representatives on Wednesday, May 28, 2025, passed the 2025 appropriation bill for the Federal Capital Territory (FCT), raising the total budget from the N1.78 trillion initially proposed by President Bola Tinubu to N1.81 trillion.

The bill, which scaled third reading during plenary, marks a key milestone in the federal budgeting process for the nation’s capital.

President Tinubu had submitted the proposal to the National Assembly on May 14, urging lawmakers to give it prompt consideration.

The final budget approved by the House includes a N30 billion increase over the original proposal. The Senate has already passed the bill’s second reading.

During a budget defence session on May 21, FCT Minister Nyesom Wike told lawmakers that over 72 percent of the proposed spending — equivalent to N1.28 trillion — is dedicated to capital expenditure.

The remaining N494.1 billion, or 27.7 percent, is earmarked for recurrent costs.

Wike said the capital allocation would prioritise infrastructure, particularly road construction and rehabilitation projects across the city centre and surrounding satellite towns.

“The road projects will be executed by the Federal Capital Development Authority (FCDA) and the Satellite Towns Development Department (STDD),” Wike said.

He highlighted key projects slated for continuation or completion, including:

  • Construction of the Northern Parkway from Ring Road II to Ring Road III (6.2 km)

  • Full-scope development of Arterial Road N20 from Arterial Road N5

  • Rehabilitation of the Old Keffi Road

  • Completion of Arterial Road N1 from Wuye District to Ring Road II

  • Provision of access roads to FCT bus terminals

Wike also noted ongoing projects such as the dualisation and upgrading of the Ushafa–War College/Army Checkpoint road and construction of the Pai–Gomani road in Kwali Area Council, as well as the dualisation of the Kuje–Gwagwalada road.

The FCT appropriation bill is separate from the national budget and finances key infrastructural and administrative needs of Nigeria’s capital territory.

The Senate is expected to consider the bill for final passage in the coming days.
