According to Premium Times those affected include those promoted, converted and upgraded within the period under review.
A sources said those affected that been directed to resume at their previous ranks and a committee was put in place to effect the change.
The source said some official, who were found qualified for promotion after interview, were not promoted. That caused disaffection among those officials.
The sources further stated that some state directors, who had already been issued retirement letters, benefited from the exercise.
