Nigerian Government Updates Military Code, Bans Homosexuality, LGBQT+

ABUJA, Nigeria — The federal government of Nigeria has introduced sweeping prohibitions on homosexuality, cross-dressing, and other behaviours deemed inappropriate for military personnel, as part of the newly revised Harmonised Armed Forces Terms and Conditions of Service (HAFCTCS) 2024.

Signed into effect by President Bola Tinubu on December 16, 2024, the revised terms aim to reinforce discipline within the Nigerian military.

The legal framework outlines stringent behavioural and professional standards, including bans on body piercings, tattooing, drunkenness, and disorderly conduct.

Strict Prohibitions on LGBTQ+ Activities and Relationships

The revised HAFCTCS explicitly prohibits military personnel from engaging in homosexuality, lesbianism, bestiality, and cross-dressing, while barring membership or participation in activities associated with LGBTQIA2S+ groups.

“An officer must not engage in homosexuality, lesbianism, and bestiality. He/she is not to belong to, or engage in activities of the Lesbian, Gay, Bisexual, Transgender, Queer or Questioning, Intersex, Asexual or Agender, Two-Spirit (LGBTQIA2S+) group and cross-dressing, amongst others,” the document states.

The policy also forbids personnel from entering into amorous relationships with subordinates or their spouses, emphasising the need to maintain professional boundaries.

“An officer shall not engage in any amorous relationship with any soldier, rating, airman, airwoman, or their spouses,” the document details.

Financial and Professional Accountability

In addition to behavioural restrictions, the revised HAFCTCS mandates that personnel meet financial obligations, including timely vehicle licensing and insurance payments.

The issuance of dud cheques is now classified as a serious offence.

The document also reinforces the prohibition of military personnel from joining secret societies or political parties.

“An officer shall not hold membership of any secret society or political party. He shall not participate, in any way, in activities concerned with such societies or parties even in observatory capacities,” it states.

Ban on Private Business and Misuse of Government Property

Military officers are further restricted from engaging in private business ventures or misusing government property for personal purposes.

The revised terms warn that any actions that bring discredit to the Nigerian armed forces will not be tolerated.

The new directives underscore the government’s commitment to fostering a disciplined and professional armed forces.

By formalising these regulations, the Nigerian military seeks to uphold its integrity and maintain public confidence.

The revised HAFCTCS marks a significant effort to standardise conduct within the armed forces, reinforcing ethical and professional standards across all ranks.
