MENLO PARK, USA — Meta, the parent company of Facebook and Instagram, announced sweeping changes to its content moderation policies on Tuesday, marking a dramatic shift away from its reliance on fact-checkers and automated systems.
The new approach will implement user-generated “community notes,” a system similar to Elon Musk’s model for X (formerly Twitter).
The announcement comes just weeks before President-elect Donald Trump takes office, highlighting Meta’s apparent ideological pivot under CEO Mark Zuckerberg and its efforts to mend relations with the incoming administration.
“Fact checkers have been too politically biased and have destroyed more trust than they’ve created,” Zuckerberg said in a video released Tuesday, January 7, 2025.
“What started as a movement to be more inclusive has increasingly been used to shut down opinions and shut out people with different ideas, and it’s gone too far.”
New Direction in Content Moderation
The policy overhaul includes the termination of Meta’s partnerships with third-party fact-checking organisations, a programme established in 2016 to address misinformation following the U.S. presidential election.
Instead, Meta will rely on community-generated context labels to provide corrections to false or misleading content.
The company will also scale back its automated systems for detecting policy violations, focusing only on high-severity issues such as terrorism, child sexual exploitation, fraud, and scams.
Other concerns will require user reports before evaluation.
Joel Kaplan, Meta’s new Chief of Global Affairs and a prominent Republican, acknowledged the changes are tied to the political landscape.
“There’s no question that there has been a change over the last four years,” Kaplan told Fox News on Tuesday.
“Now we’ve got a new administration and a new president coming in who are big defenders of free expression, and that makes a difference.”
Zuckerberg Admits Tradeoffs
While defending the changes as necessary to reduce censorship, Zuckerberg acknowledged the inherent tradeoffs.
“The reality is this is a tradeoff,” Zuckerberg said in his video statement.
“It means that we’re going to catch less bad stuff, but we’ll also reduce the number of innocent people’s posts and accounts that we accidentally take down.”
Zuckerberg also highlighted the challenges Meta’s systems faced in moderating content, explaining that even a small error rate could lead to millions of mistakes among the platform’s 2 billion users.
“We’ve reached a point where it’s just too many mistakes and too much censorship,” he said.
Shift Towards a Conservative-Friendly Model
The changes align with a broader ideological shift within Meta’s leadership, as Zuckerberg seeks to improve relations with Trump and his supporters.
Kaplan credited Elon Musk for influencing the move, praising Musk for “moving the debate” around free expression with his changes to X.
This announcement follows Meta’s recent appointment of Trump ally and UFC CEO Dana White to its board of directors, along with two other directors.
The company also confirmed a $1 million donation to Trump’s inaugural fund and expressed intentions for Zuckerberg to take a more active role in tech policy discussions under the Trump administration.
Meta’s moderation changes also represent a sharp reversal from its past efforts to combat misinformation, which included building robust safety teams, launching automated filters, and creating an independent Oversight Board for complex moderation decisions.

Meta’s shift toward community-driven moderation is expected to increase the presence of harmful content on its platforms.
Critics have raised concerns about the potential for misinformation, hate speech, and other damaging material to spread unchecked.
Zuckerberg acknowledged these risks but framed them as necessary compromises to ensure free expression.
